Since reforming and opening up, our country finance system had a number of major reforms, from the middle time of the last century90’s, Chinese financial reforms entered a new stage, the important content of the public financial management system innovation was to establish the modern finance treasury management system which conformed to the development of the socialist market economy, and the main characteristic of this system is centralized treasury payment system.In this paper, the combination of theoretical research and empirical analysis method was used. according to the research of the centralized treasury payment system theory at home and abroad, combined our country national treasury centralized payment reform situation, the paper analyzed the history, current situation, existing problems and the reasons of the treasury centralized payment reform, and taken the Henan province centralized treasury payment system reform as a case analysis, in the end putted forward some policy recommendations and specific ways to further improve and deepen the provincial treasury management system reform, such as accelerated the legislation of the treasury payment system reform, strengthen the rectification of account clear process, improved account direct payment proportion, established the dynamic monitor system of the budget implementation, deepened the budget reform, promoted the construction of the public service card, improved the quality of financial staff. Through these seven aspects, the treasury management system reform would be deepened, and the reform of national treasury management system would be promoted smoothly, it was having important sense to ensure the success of China’s treasury management reform.
