The organization is a social entity which has definite goals,the well-designed structure and the coordinating activity system,and it is also closely related to the external environment.One of the important jobs for the managers is to plan an effective organization structure to achieve specific organization target better.So during the planning process,managers should take the organization strategy as guidance and fully integrate the contingency factors requirements to enhance the organizational adaptability to the environment,and ensure the effectiveness of the process to realize the organization goal successfully.This paper will take the organization theory as the breakthrough point,Chengdu YC Limited Company as the research object,and probes into its organization structure and redesigns further to sum up general experience and behaviors of the process in the reform of organization structures for the state-owned monopoly enterprise.Chengdu YC Limited Company is a state-owned monopoly company and its former name was Chengdu YC Company,which produced specialty paper and senior security prints and has a monopoly position in some segments of the local market.The company's original organization structure has been running for 9 years with an increasingly prominent problems and contradictions in organization structure,in which the inefficient problem is especially obvious.So,there is a necessity for the company to reform in modern enterprise system and organization structure to adapt to the strategic requirements and changes in the internal and external environment.From the objectives and strategies established in Chengdu YC Limited Company,the pursuit of high efficiency and low cost is the foundation of the company,which is similar to other monopoly property organizations.Based on this fact,organization structure reform of Chengdu YC Limited Company should be taken the goal of improving operational efficiency.So in order to adapt to the goal,taking flat,linear function and mechanical structure is more conducive to achieve the organization's mission.Therefore,overall framework of Chengdu YC Limited Company organization structure reform Can be set in this way:Implement modern enterprise system reform to change to one system limited company,establish the board of directors of the company and affiliated institutions,and construct operation mechanism and corporate governance mode under modern enterprise system;Recombine business process in dominant business areas,revoke business division,reorganize production department,adjust the functions management department,and establish a function system of flat and linear organizational structure;Remain the present parent-subsidiary company control mode for the 3 pluralistic operation entity,and promote the reform at the ripe time.According to the organization structure reform for the overall frame of the Chengdu YC Limited Company,the ideal of the study and formulation in organization structure design is that the set-up of functional departments tends to be "big system" management mode,which establish comprehensive primary production units according to the technological similarity degree,change production managing from controlling by stratification and segments into the unified process and chain management mode,set up a unified process and quality management system,change the equipment management and repair split mode into centralized management,place subordinate three legal person unit into the next step reform category and so on.Compared with the original mechanisms,the new structure of the mechanism is greatly reduced which reflects the streamlined and flattening reform principles.At the same time,in order to ensure the smooth of the reform in the organization structure,this paper sets up 8 key security measures combined with the reality.When deeply analyzing in the Chengdu YC Limited Company organization structure reform,it shows that the new organizational structure,corporate goals and strategies are matched with each other,which is in line with the reform of the modern enterprise system.So it certainly benefits management productivities increasing,resources integration efficiency improving,management costs reducing,management structures optimizing,staff comprehensive qualities improving,and enthusiasm mobilizing in all directions.In the more than 2 years operating of the new organization structure and operation mechanism,old and new mechanisms have alternated successfully,relevant supporting measures are in place,business processes are concise and smooth,management controls are orderly,efficient and have achieved good results.In a word,this paper mainly studies the design for a monopolistic qualitative state-owned enterprise organization structure,including the theoretical basis,actual practice and effect analysis.This paper holds opinions that from internal and external environments Chengdu YC Limited Company currently facing and its own characteristics,linear function structure is consistent with the current strategic.positioning and governance mode requirements in the relatively stable and controllable market environment,and it is very effective to enhance the management level,implement company strategies,and achieve organizational goals.
