Broadcast and TV are necessary to everyone’s spirit daily life and play an important role in the aspects of direction of public opinions and ideology in the society,meanwhile the key way to get information from outside.With the innovation of TV network and multimedia technology,more and more video and multimedia can be applied in the TV network which provide the essential condition for market operation and development of TV networkingUnder network convergence background,once market is open,whoever is telecom,communication network and TV network,have to supply a comprehensive service.It can keep success only by that,meanwhile it is a inevitable demand for network service.Therefore,value added service of cable TV will be a new profiting point of cable TV operator and key point of traditional enterprise subsist in the fierce competitions.In this paper,firstly,the development history and market circumstance of national value added service will be introduced.And the content and development trend is judged by combining market circumstance of our nation and advanced experience which compared with some problems and its related researches in US.The risk can be avoided in the competition by strategic arrangement in the developing model of conservation and efficiency,which can excel the special advantage of cable TV enterprise.After that,the value added service will be brought to a sustainable and healthy way.
