Research On Open Data Policy Formulation Based On Evidence-based Decision-making

In the information age,the public has a strong demand for information about data.Open data is not only the openness of content,but also the openness of process and form.However,the more efficient development of open data requires the guidance of scientific and reasonable open data policy,so there are higher requirements and demands for the formulation of open data policy.Research on policy evidence-based formulation involves science and technology,education,health policy and other fields,but there are few relevant researches in the field of open data policy.However,data opening is closely related to the public,so open data policy needs more evidence-based formulation.The evidence-based formulation of open data policy is to place correct and effective evidence in the central link of policy formulation and implementation.Different from traditional formulation,it has more factual basis and credibility,and can be recognized by citizens and meet their relevant interests,thus making policy formulation more accurate and democratic and more conducive to data opening.Evidence-based policy making can promote the opening of data,on the contrary,open data is also very helpful to the decision-making and evaluation of evidence-based policy.Evidence-based policy making of open data is an innovation in the way and process of open data policy making.Therefore,based on the idea of evidence-based decision making,this paper studies the formulation of China's open data policy,hoping to help the development of open data.Based on the discussion of the necessity of the evidence-based formulation of open data policy,this paper constructs the system and implementation process of the evidence-based formulation of open data policy,and finally points out the possible problems in the evidence-based formulation of open data policy and puts forward relevant Suggestions and countermeasures.
