Research On Statistical Management Issues Of County-level Governments

Information collection,statistical consultation and statistical supervision are the main function of government statistics.Through statistical surveys and statistical analysis,it can reflect the development of economy timely and accurately.It can provide important basis for the government’s decision-making and management.It also shoulder the responsibility for the public to provide statistical services.Statistical data has become an important strategic resource for our country.The role of government statistics is increasing.However,China’s government statistical management system now facing tremendous pressure and challenge.The public’s doubts about statistical data affect the credibility of the government directly.Under government statistical management model of China,the country,province,city,county and township have set up government statistical agencies or statisticians.Each level of statistical agencies plays a different role in the government statistical system.Among them,county-level government statistical agencies as an important nodes in government statistics,are not only the source of statistical data collection,but also have responsibility of publicizing statistical laws and regulations,statistical policies,and lead the statistical work of township-level statistical agencies.Especially as the first step of statistical data collection,without a reasonable management system and mechanism as a support,it will certainly affect the authenticity and accuracy of statistical data,and it will not be able to provide statistical services well.At present,in addition to the local government statistical bureaus,the county-level government statistical departments in China have also set up a vertically managed survey office in some counties(county-level cities and districts).The Y district of J city where the author is located has both a local statistical bureau and a national survey office.The statistical agency is completely set up and certain typicalities and particularities.By taking the government statistics department in District Y of J city as an example,using the public organization theory and service-oriented government theory,this paper analyzes the independence,institution setting,resource allocation of the county-level statistical agencies.Existing problems in law enforcement,analyze the reasons for the problems,and draw on the vertical statistical management methods that have been implemented in some areas.Reform the country-level statistical management system from strengthening the independence of the statistical system,rationally setting up statistical institutions,increasing statistical law enforcement.Reasonable suggestions have been put forward in order to straighten out the relationship between department statistics and government statistics,and how to improve the statistical service capabilities.
