Research On The Construction Experience And Problems Of The Provincial-level "National Fitness Demonstration County" In Shaanxi Province

From the promulgation and implementation of the National Fitness Regulations issued by the State Council in 2009 to the National Sports General Administration’s“13th Five-Year Plan for Sports Development" and the "National Fitness Implementation Plan(2016-2020)",all of them are emphasized.The important role played by fitness in the development of the country.The "county" is the local administrative region of China and the basic region of the local political power.The national fitness of the county is an important part of the development of mass sports.From the advanced counties of mass sports to the national fitness demonstration counties,their development and construction play an important role in demonstrating their role,both in their own right and in other counties and cities and even in sports.Similarly,the support and guidance of the government and sports authorities in relevant areas is also an important guarantee for the healthy development of county sports.Based on the research methods of literature,field investigation and mathematical statistics,this paper summarizes the basic experience of construction in the provincial-level "National Fitness Demonstration County" in Shaanxi Province,and chooses the existence of its construction.The main problems are raised and corresponding suggestions and countermeasures are proposed.In the construction of the provincial "National Fitness Demonstration County" in Shaanxi Province,the basic experience has the following points:First,the effective performance of the government is the basic guarantee for the implementation of the national fitness work;Second,the construction of good sports facilities is to improve the overall level of fitness for all.The necessary conditions;Third,the rich and characteristic fitness activities are conducive to creating a strong national fitness atmosphere;Fourth,a complete and dynamic organizational system has a positive effect on the service efficiency of the national fitness;five,guaranteed fitness guidance is beneficial Improve the scientific fitness of the whole nation;Sixth,the status of good sports participation shows the achievements of the national fitness.In the construction and development,the provincial "National Fitness Demonstration County" in Shaanxi Province still has the following problems:the evaluation system is still not perfect;the physical opening of sports facilities needs to be strengthened;the construction of site facilities needs to be improved in terms of safety and environment;The level is low;the national physique monitoring system at the county level is imperfect,and the integration of "physical and medical integration"needs to be strengthened;the support of spontaneous mass sports organizations needs to be improved;the long-term mechanism of national fitness volunteer service needs to be established and improved;Cultural propaganda ability is weak.In response to the existing problems,the following suggestions and countermeasures are proposed:optimizing and perfecting the "National Fitness Demonstration County" evaluation system;promoting the "quality" opening of sports facilities;paying attention to the details and supporting problems in the construction of sports facilities;and promoting the participation of rural sports.Level;promote the integration of "physical and medical integration" in the county;encourage the development of spontaneous mass sports organizations;establish and improve the long-term mechanism of the national fitness volunteer service;improve the sports culture publicity platform,and talk about the sports stories around the masses.
