Nowadays caring about the overall progress and prosper of human society become a positive and advocated mindset in the world.It has become a universally common understanding to build respectful,equal,peaceful friendships among different countries,nations and regions.And it's also justified to give humanitarian assistance and proper support to poor countries and backward areas.Educational aid has been an important part of international aid.Improving educational conditions and quality of developing countries is significantly important and become a common mission and responsibility in international community,especially under influence of the trend of education for all.As the poorest continent in the world,Africa faces backward economic,severe epidemic diseases,frequent conflicts,resulting in plenty of youth dropout in Africa.As a consequence,the per capita education rate in Africa lags behind international level,and its workforce quality and development still stay urgently needy,which make Africa the most desperate area for education aid.As a developed capitalist country in the world,America has begun to assist Africa since the end of World War II.And America educational aid is one main way of"hematopoietic" assistance for sustainable social and economic development in backward areas of Africa.America education aid in Africa refers to various projects covering curriculum development,learning material development,workforce development,education infrastructure rehabilitation and teacher training.The service targets children,adolescents,female,adults etc.which greatly enhance the development of basic education and reduction of adults' illiteracy in African recipient countries.After more than half of a century in exploration and practice,America has accumulated rich experience in assisting Africa education and human capital development,making it a model in assisting Africa education.To study the subject helps provide a certain reference for China's education aid and cooperation in Africa.Based on analysis of numerous relevant literatures,this study comprehensively uses methods such as literatures method,analyze method and case study method to disclose and discuss development history,guarantee mechanism,assistance policy,assistance practice,assistance means,process and characteristics of America assistance in Africa education.The content of this thesis mainly goes below:The preface discusses reasons for the selected topic,the search significance and related research at home and abroad,defines relevant terms about education aid,clarifies research ideas and methods,ponders on innovation and deficiencies of the study,thus making a solid foundation for studying how America assist Africa in Education.Chapter one analyzes and summarizes the emergence and evolution of American education aid.Since the U.S.foreign assistance has emerged in 1960s,it evolves with time and can be divided into four stages by now,respectively emergence and marginalization of education aid;education aid's transition into meeting human needs;and education aid encountered fatigue with background of aid changed;revitalization of foreign aid,and multidimensional goals of education assistance appears.Chapter two describes and analyzes the mechanism of American aid in Africa education.In the practice of education aid in Africa,the United States has carried out a series of system construction,including formulation of policies related to education aid,formation of various types of education aid institutions,and provision of relatively stable financial support,which has effectively ensured the practice and effectiveness of America education aid.Chapter three systematically analyzes the practice of American aid in Africa education,mainly including America's priority in Africa education,means of bilateral and multilateral aid,and whole process of education aid.Chapter four selects Uganda and Kenya as research cases.With perspectives of two specific education projects sponsored by America,this part analyzing the background,content and effectiveness of education projects in these two recipients.Chapter five summarizes main characteristics of America aid in Africa education,including win-win strategy between America and recipients;selectivity and focus of aid;integration with other fields while assisting in education;learning lessons for better education aid from own experience;aid mechanism seeks improvement.In addition,on the basis of considering situations of China's aid in Africa education,learning from America's experience in assisting Africa education,the chapter advises China to improve its policy formulation,aid agency function,data platform development and bring government work with social society to better its conducting in assisting Africa education.
