In his report to the Nineteenth National Congress,Comrade Xi Jinping pointed out that talent is an important strategic resource for national rejuvenation.Rule the country and keep peace,revitalize the Chinese nation,talent-oriented.Nowadays,the world is in a period of great development and great change.With the rapid development of social economy and the increasingly fierce competition of social human resources,University teachers,as excellent talents,also have more opportunities to re-select posts and occupations.Colleges and universities are as mobile as other organizations.As an important component of higher education in China,universities are the main outlet of talent flow among universities.At present,an important problem faced by Tibetan universities is the unreasonable flow of teachers,resulting in brain drain.The problem of brain drain is closely related to the economic,political and geographical factors of the country and region,and is the result of the comprehensive effect of various factors.This study believes that finding out the influencing factors of brain drain in Tibetan universities and putting forward countermeasures and suggestions will help to alleviate the brain drain in Tibetan universities.Around the research theme,the full text is divided into six chapters: Chapter one mainly introduces the research background and significance,domestic and foreign research summaries,research methods and innovation and deficiencies;Chapter two introduces the concept of university talents and brain drain,as well as human capital theory,human resource allocation theory,Maslow's hierarchy of demand theory,and Kurt Lewin's field theory.Chapter three introduces the current situation of talent resources in Tibet,the current situation of talent resources in Tibetan universities and the importance of talent development in Tibetan universities;Chapter four mainly introduces the characteristics of talent drain in Tibetan universities and its impact on regional economy and school development;Chapter five mainly analyses the factors affecting talent drain in Tibetan universities from the external environment,organizational factors and personal factors.Chapter six puts forward the countermeasures and suggestions on the brain drain of Tibetan universities according to the influencing factors of brain drain of Tibetan universities.This paper takes university teachers as the research object,and finds that the characteristics of brain drain in Tibetan universities mainly include the following aspects:Most of the missing teachers are Han nationality.Most of them may choose to leave Tibet and return to work in the mainland because of their families in the mainland,considering the problems of children's education and parents' filial piety.Most of the talents flow to theuniversities outside the district,and most of the lost teachers will choose to work in the economically developed areas to get better development opportunities.Most of the brain drain in Tibet's colleges and universities is dominated by excellent young teachers.Because of their outstanding scientific research ability and "double-high" talents,they are conducive to the construction of colleges and universities.Therefore,the Mainland Colleges and universities take excellent young teachers as their main target of hunting.The loss of key disciplines and hot professional talents is greater.The "one belt and one way" Initiative puts forward that the demand for talents in key disciplines and popular specialties has been climbing steadily.Some universities in the mainland have simplified the relevant entry procedures,providing convenience for the loss of talents in universities.The phenomenon of recessive loss is more serious.Most teachers choose to carry out sideline business to meet their personal needs because of the high cost of running out of colleges and universities.The quality of talent introduction in Tibetan universities does not match the quality of brain drain.Due to the special preferential policies of Tibetan universities,the evaluation of titles is relatively easy.Most teachers "jump" to inland universities after reaching the "double high" level in Tibet.Because Tibet is far from the central city,and the strength of talent resources is insufficient,the total amount of talent introduction is insufficient,and the quality of talent introduced is in scientific researchand teaching ability.Aspects do not match the brain drain.The impact of brain drain in Tibetan universities is mainly analyzed from the perspective of influencing regional economic development and University development.Talents are the capital and endogenous driving force of Tibet's development.The brain drain leads to the imbalance of human resources development in Tibet,which directly affects the economic development of Tibet.A large number of brain drain has directly led to the loss of economic interests of colleges and universities.The training and development of talents and the support of talent research projects have invested a large amount of funds in Colleges and universities.If the early capital investment of brain drain colleges and universities can not get a return,and brain drain has an important impact on the reputation of colleges and universities,it is not conducive to the development of colleges and universities.The factors influencing the brain drain of Tibetan universities are mainly external environment factors(including: competition in talent market,imperfect institutional mechanism of some universities,geographical environment of universities,social interpersonal relationship),organizational factors(including: outdated running system of some Tibetan universities,imperfect system of some universities,mechanism of talent flow),personal factors(self-worth,economic interests,family).Emotional needs)three levels of analysis.With theintensification of competition in the talent market in universities,the strategy of "rejuvenating the country through science and education" and the strategy of "double-first-class" have been put forward.Tibet is at a disadvantage in the talent competition with universities in the mainland because of its geographical location and imperfect human resources related system.Some colleges and universities have imperfect system and mechanism,and face-to-face employment mechanism has emerged.Compared with the Inland environment,the geographical environment is special,and hypoxia can cause different degrees of damage to human heart,lung,prefrontal lobe and other organs,which is not conducive to the stable development of talents.Social interpersonal relationship plays an important role in helping and stabilizing talents.Some universities in Tibet have outdated school-running systems and still use the approval documents of many years ago,which limits the development of universities.Some colleges and universities in Tibet have imperfect systems,high pressure on teachers,and low satisfaction with the title appraisal system.
