Education is the foundation of our society,and students are the pillars of our country.However,from the current situation of the development of the outside school guidance institutions,the market competition of the educational institutions is unregulated and unregulated,with uncontrollability and concealment,which makes the supervision of the government departments more difficult.On the basis of this,from the perspective of public management,this paper analyzes the current situation and shortcomings of the government's management of the external institutions outside the primary and secondary schools,and proposes that the management suggestions will help the government to effectively serve the education of primary and secondary schools,and give full play to the government's "tangible hand" in the field of outside school guidance so as to enable the outside of primary and secondary school to guide the industry.A reasonable and orderly development.Based on the investigation of the development situation and existing problems of X city's off campus counselling institutions,this paper puts forward the rationalization management suggestions according to local conditions.From the perspective of the new public management theory,this paper probes into the government's management countermeasures to the after-school guidance institutions,such as the standard of the teacher's license,the fee of the transparent standard,the standard of the accreditation and the construction of the evaluation institution,the establishment of a perfect legal norm of the exclusive school tutor and so on,so as to promote the primary and secondary schools.The external guidance institutions operate in a regular,reasonable,lawful and orderly way,giving full play to the supplementary role of school education.The main frame of this paper is divided into seven parts:First,the introduction.This part mainly expounds the purpose,significance,method,train of thought and relevant research status at home and abroad.Two.Basic concepts and theories.This part mainly describes and collate relevant concepts and theories,such as primary and secondary school extracurricular tutoring,counseling institutions and new public management theory.Three,the background and current situation of the emergence of primary and secondary school outside counselling institutions in X city.This part takes X city primary and secondary school outside counselling institutions as an example,expounds the background and current situation of its rise,including the type,quantity and conditions of running schools.Four,X city primary and secondary schools outside the counselling agency at present there are problems.Through the analysis of the third part,this part expounds the problems existing in off campus counselling institutions,including the "Three Chaos" problem and the lack of teachers' ability.Five,X city primary and secondary schools outside the counselling agency analysis of the existing problems.This part makes in-depth analysis of the above problems,such as imperfect laws and lax supervision.Six,we should strengthen the supervision of primary and secondary school extracurricular institutions.This part puts forward corresponding solutions to these problems,such as improving laws and regulations and regulatory mechanisms.Seven,conclusion and prospect.This part summarizes the whole article and puts forward the following research expectation.
