Education is the foundation of the country.For a multi-ethnic country like China,minority education is an important part of Chinese education.Its development concerns the economic development,cultural heritage,and social stability of ethnic minority areas in China.Since the western development,Tibetan areas represented by the Gannan Tibetan Autonomous Prefecture have made leaps and bounds,but due to the long-term constraints and impacts of historical,natural conditions,and economic factors,the level of education development in Tibetan areas is still relatively backward.Giving Priority to Education to Promote Its Social and Economic Development is the Only Way for the Development of Tibetan Areas Under the background In the era of education informatization,it is necessary to introduce remote online education to deepen teaching reform.With the rapid development of network technology and the rapid update of hardware and software equipment,Information technologies such as "Internet Plus"and cloud computing have spawned a variety of forms of online education represented by MOOC(the Massive Open Online Courses).How to provide learners with high-quality online learning services has become a hot topic for all researchers and practitioners at china and abroad.How to evaluate student's distance learning results has become an important task in distance learning.In recent years,under the "new curriculum reform" requirements of "student-centered",constructivist learning theory,cognitive flexibility theory,and developmental evaluation theory have laid the theoretical foundation for distance education evaluation.Through in-depth analysis of these theories,combined with field experience in the teaching status quo and student learning characteristics in Gannan Tibetan Autonomous Prefecture,we introduced the group cooperative learning mode and the concept of "enhancing points" in distance learning,and refined 11 distance learning assessment indicators from the perspective of the three-dimensional teaching objectives.In order to discover the potential of each student,strengthen the improvement of student learning and provide feedback for teachers,build a development-oriented long-range teaching evaluation program for Gannan Tibetan Autonomous Prefecture.In view of the inadequate acceptance of distance education in Gannan and insufficient promotion of teaching reform,this paper proposes a developmental distance learning model combined with the "group cooperative learning" model and developed a developmental long-distance teaching prototype system for Gannan Tibetan Autonomous Prefecture.The system applies online classes,on-line examinations,and online group discussions to the actual teaching process.The teaching evaluation module adopts the Analytic Hierarchy Process(AHP)to realize the mathematical decision-making process with less quantitative information.And it has achieved the purpose of providing a simple decision-making method for teaching evaluation problems that evaluate the teaching process for multi-objective,multi-criteria,or non-structural features.In practice teaching,In response to the fact that Tibetan-speaking students are more dependent on Tibetan in their learning process,we have developed a recording course that combines Tibetan subtitles with Chinese-language videos.Through a comprehensive evaluation of student drop-out rates and classroom activity,we have verified that the development of distance learning for Gannan Tibetan Autonomous Prefecture can promote students' interest in learning.This has provided a new reform idea for the continued deepening of distance education in ethnic areas.
