During the two sessions in 2018,Chen Baosheng,Minister of education,pointed out that "every child can be entitled to fair and quality education".The education fairness and the quality of education are related to the development of a country.However,in the course of education and teaching,some practices have had a bad effect on the national education equity and the quality of education.In March 24,1993,the document issued by the former State Education Commission on reducing the burden of schooling in compulsory education and improving the quality of education in an all-round way which mentioned that"measures should be taken to reduce the students' retention,and to actively create conditions to abolish the retention system in the compulsory education stage." Then all over the country began to abolish the the system of retention,such as Jiangsu,Tianjin,Hebei,Shandong and other more than 10 provinces and cities have abolished the compulsory education stage of the student retention system.It is not conducive to educational fairness and the quality of education that the system of primary school retention is abolished,Because the differences between the students and the educational level between the regions are ignored.This study conducted a field survey on F complete primary school and J complete primary school in two villages in Jingxian County,Hebei province.A total of 23 teacher questionnaires(covering all teachers),200 parents'questionnaires(covering all grades),200 questionnaires of students and eight teachers(4 per school),six parents(3 per school),and two principals.The purpose of this study is to find out what influence the primary school will have on the school education and the individual development of the students,as well as how the school leaders,teachers,parents and students look at the problem of retention,and having found that teachers,parents and principals have a high voice for the restoration of primary school retention.Then the theory of educational equity and educational purpose is used to analyze the problem of primary school retention,and it is concluded that the "one to cut" cancellation system is not in line with the fairness of education and is not conducive to the realization of the national education purpose.At the end,some suggestions and countermeasures are put forward.First,the relevant departments of the state should establish a clear education quality standard.This standard should be the minimum standard of the national education quality.The students who can not meet the corresponding standards should be helped:1.Establishing a flexible and flexible system of retention,to the parents who do have the demands of the class,according to the flexibility,Multiple standards,following the "voluntary principle","year principle","help principle","home school cooperation principle",should be allowed to remain grade after evaluation,but we should pay attention to prevent the alienation in order to improve the grades;2.Establishing a perfect educational compensation mechanism,such as increase policy to help,funding support,improving teachers'specialization and helping the disadvantaged vulnerable areas.3.carrying out differentiated teaching,and control the class size,and make full use of science and technology to assist differentiated teaching.The main point of this study is not the "two yuan antagonism" of the retention system.This study is not the two opposition of the "retention system",but the "one size fits all" abolition of the retention system ignored some special situations,neglected the individual differences and regional differences of students.With the development of education in a country and the realization of educational modernization,the disappearance of repeating should be natural rather than artificial.To be regarded as a kind of assistance,rather than punishment.The complexity of education requires the elimination of "one size fits all".
