Education is the only way which must be passed to make the China dream come ture,and the compulsory education is the cornerstone of all education,which is very important in the development of a country.The development of compulsory education not only helps the educaters establish a correct outlook on life,but also affects the whole national quality improvement and national comprehensive ability.Therefore,the compulsory education is a fundamental and overall problem.For decades since the reform and opening up policy,China has made significant progress in terms of economic development or infrastructure,as well as the development of compulsory education.Chinese has made impressive achievements.However,behind the rapid economic development,there is gap between city and compulsory education no matter from the aspects of faculties,school conditions or the student education funding.Rural compulsory education is the most basic in our compulsory education system,as well as in the whole education.The development of compulsory education is related to the prosperity of the nation,and the development of compulsory education in rural areas have a direct impact on the development of our education and the future of the nation.Moreover,because of the typical externalities of compulsory education and the difference of regional fiscal capacity,only by following the right path to eliminate all aspects of inequity of compulsory education can we ensure that the level of compulsory education is improved.This paper studies the problem of public investment in rural compulsory education funds in China from the financial point of view.In the first chapter,we make the detailed overview,including the background,significance of this paper,the research methods and the relevant literatures.In the second chapter,we have expounded the related theories and concepts.In the third chapter,we state the China’s urban and rural compulsory education in details according to the data,including the starting point of the rural compulsory education,the unfairness of the process and result.In the fourth chapter,we make some analysis about the corresponding finance investment and per capita consumption based on the unfair situation between urban and rural areas that are mentioned in the third chapter.In the fifth chapter,we summerize the unfairness of the rural compulsory education of our country and put forward the corresponding policy suggestions,such as increasing government investment and perfecting the transfer payment system.
