Research On The Problems And Countermeasures Of Collusion In Bidding In The Administration Of Government Procurement In Shanghai

In recent years,government procurement in China has developed rapidly with gradually expanding procurement scale and good development prospect.During the development of government procurement in our country,good economic and social benefits have been achieved,but at the same time some problems have also been exposed including unsound procurement regulation system,imperfect procurement process and low degree for electronic procurement.Among them,bid-rigging has become increasingly prominent which has brought greate negative impact on the rational competition in market.The study on governance for bid-rigging will be helpful to improve the consumption efficiency of financial funds and has important practical significance for improving the government procurement system and operation process of our country.Moreover,formulation of scientific countermeasures for bid-rigging is also with certain practical value for coordinating the relationship between government and market,government and society as well as government and suppliers in current government procurement system reformation.Based on the theory of government failure and procurement reality of Shanghai government,this paper has analyzed the problems & causes exposed in the process of governance bid-rigging in Shanghai and tried to put forward corresponding countermeasures through the study for procurement data & typical cases and interviews with participants.Through research,it was found that our country has already gained certain practical experience in governance for bid-rigging and biding,but the related effect is still needed to be improved.Meanwhile,there are three main reasons including: firstly,the participating motivation and degree is not enough;secondly,we cannot catch the key point for governance because of insufficient governance supporting and un-precise governance authority & responsibility;thirdly,the law enforcement of bid-rigging is not strong enough to deter the illegal suppliers effectively.Therefore,the government should supervise from three aspects: I Improving governance system further including clarifying governance supporting,authority and responsibilities,enhancing the guidance education to participating parties to construct protective chain with full processes and multi-parties.II.Optimizing the protective mechanism for bid-rigging governance to build a good market environment through setting up electrical evaluation system,related waiving and incentive scheme and improving publicity and educational methods for market parties.III To explore new mode and ways for governance,establishing jury judgement policy and independent purchasing system for vendors.Meanwhile,the professional essence and ethics for governance authority should be improved for better supervising effect of bid-rigging behavior.
