The Prevention And Treatment Of The Problem Of Serial Criterion And Surrounding Bid In Government Procurement

How to ensure that the goods,projects or services purchased in the open and fair situation are the important issues in our government’s purchasing field.With the development of government procurement,the purchasing field is becoming more and more extensive,and the procurement scale is becoming larger and larger.Therefore,more and more suppliers are attracted to participate.In practice,however,there is often the phenomenon of the bidding between the parties in government procurement,and even in some areas,it has become the normal state of government procurement and bidding.String enclosed logo behavior not only damage the interests of the state,the general taxpayers’interests and the interests of the other potential suppliers,will undermine the economic order and fair competition in the market mechanism,encourage the social bad style,and induce the occurrence of illegal and criminal behavior.Although our country "government procurement law,bidding law" and the"anti-monopoly law" and "criminal law" for the government procurement law in different aspects,such as the string around the logo problems in regulation,but still not enough to put an end to government procurement list enclosed logo,the phenomena of.Therefore,this paper puts forward some new measures to prevent and control the string of government procurement.This paper consists of five parts.The first part is the introduction,including research background,research significance and literature review.The second part elaborates the main body of government procurement and the way of procurement,and the concept and applicable law of the bidding.The third part introduces the particularity and the manifestation of the bidding behavior in government procurement.The fourth part mainly analyzes the harm and the cause of the bidding behavior in government procurement.The fifth part is based on the reasons for the problem of the bidding in the government procurement,and puts forward the countermeasures of prevention,supervision and post-treatment.The sixth part is the conclusion,through the study of the full text to make a summary of the article.
