The veto power of the UN Security Council is established on the basis of the principle of unanimity among the great powers,and it is the product of the combination of idealism and reality.The veto is essentially a privilege possessed by the great Powers,which can prevent the UN Security Council from adopting resolutions that it is not satisfied with.China has always been cautious about the veto power,being the country of the least used veto power among the five permanent members of the Security Council.This article arranges the historical context of China's exercise of veto power through the analysis of the UN Security Council's official online resources about resolutions and meeting records.From the perspective of national interest theory,China exercises the veto in order to safeguard the interests of sovereignty,responsibility and development.Specifically,there are three behavioral objectives for China.The first one is to safeguard China's national sovereignty and territorial security,the other is to protect the legitimate rights and interests of the developing countries,and the third is to resist American interventionism.China's practice of veto power in the Security Council has the positive significance of expanding China's influence in the United Nations,establishing the image of responsible major country in the world,and implementing China's foreign policy.In addition,China's acts safeguard international peace and security,and are good to achieve the global governance.For China,the reason why the number of veto shows a increasing trend is that China wants to make a difference as a leader or builder in the international community.The environment of exercising veto power is uncertain for China.In the short run,Sino-US relations is unsettled.In the long run,if reform of the Security Council makes progress,the change in the structure of power will have an impact on the veto power.China's principles for exercising its veto power are certain.China's long-standing principle of doing things is to exercise caution and restraint.
