James Bauman's Theory Of Deliberative Democracy And Its Enlightenment To China

Since the 1980 s,the trend of experiencing the scale and complexity of modern society has gradually intensified,and the traditional deliberative democracy has contradictory conflicts due to its strong normative democratic ideal.James Bohman sublates the first generation of deliberative democracy,proposes a new kind of theory about the dialogical process of public deliberation.Bohman has further enriched the dialogical and communitive framework that accommodates multiperspective and strengthened the function of deliberation,which are reflected in the three main aspects: deliberative principle,deliberative procedure,and deliberative practice.He also responds to four difficulties of deliberative democracy.Bohman defends the practical significance of deliberative democracy.Bohman not only pioneers the second generation of the concept of deliberative democracy,but also proposes a highly inspiring view which is non-domination as a form of power and made the deliberation more operable in reality.It serves as a connecting link between the preceding and the following.Of course,there are hidden dangers in Bohman’s theory.For example,there must be a lack of shared consensus in the deliberation with plural public reason,and promoting multiperspective in dialogues must imply the limitation of perspectivedependent.In China,especially in the new era and in the face of new challenges in modern society,how can we not only give full play to the strength of the socialist political system but also successfully respond to the challenges.It is a good idea to learn from Bormann’s thought critically.China’s concept of deliberative democracy should be the dominant of deliberative practice,and Boman’s concept of deliberative democracy can be used as a reference.The latter can provide some inspiration for enhancing the deliberative ability of political parties and realizing the innovation of the community-level deliberative mechanism.It should cope with shifting events by sticking to a fundamental principle,innovate gradually,and continuously promote the process of deliberative democracy towards perfection.
