The Application Research Of The Combination Of Mass Work And Social Work In The Grass-roots Judicial Administration

In recent years,with the rapid transformation and development of economy and society,the interest pattern at the grass-roots level has undergone great changes,and a series of problems have arisen in the administration of justice at the grass-roots level,such as the poor legal popularization effect caused by a single publicity method,the legal aid ignoring the individual psychological care needs of the recipients,the poor mediation effect caused by a single mediation subject,the social correction emphasizing regulation but neglecting education,etc.Judicial administration at the grassroots level is an important part of national social governance and a key link to meet the needs of grassroots legal services.Improving the existing working methods and promoting the efficiency of judicial administration at the grassroots level are conducive to the close relationship between the masses,cadres and the masses and the improvement of the satisfaction of the masses.Mass work has a long history.Under China’s unique top-down government administration system,mass work method is an essential leading work method for the grassroots judicial administrative function.However,with the reform and opening up into the deep water area,social contradictions and disputes have become increasingly diversified,complicated and acute,and the disadvantages of mass working methods in the field of grassroots judicial and administrative work have also emerged.Such limitations as insufficient professional services,vacancies in refined services,less implementation of preventive work,and impractical working methods have forced the upgrading and optimization of mass working methods.Since the development of professional social work in China at the end of the 20 th century,social work,as a professional force recognized by the government,has actively participated in grass-roots judicial administration through government purchase of services,project system and other forms.It has played a positive role in improving the professional service mode of grass-roots judicial administration,strengthening the service ability of grass-roots judicial administration administrators,and promoting the cultivation of rural autonomous organizations.However,there are also some practical problems such as the degradation of service effectiveness of social work in grassroots judicial administration,weak subjective initiative and lack of guarantee mechanism.In view of the development requirement that mass work needs to be optimized and upgraded and the development requirement that social work needs to build a localtheory,this paper,based on the author’s 6-year working experience in the field of grassroots judicial administration,interprets in detail the functional operation process of grassroots judicial administration,and theoretically summarizes and compares the mass work methods and social work methods in grassroots judicial administration.Then,the author carried out a one-year internship in the judicial office of Q Town in Jiangxi Province and the mass appraisal and mediation center of Yingshan Red in suichuan county.Through participating in the practice of the "Accurate Poverty Alleviation through Legal Services" project,the "Petition Case of Villagers of Q Town" and the "Social Service of Zhang Mou,the object of correction",the author deeply discussed the internal logic of the combination of mass work and social work in participating in the grass-roots judicial administration,and analyzed the specific practices and practical results of the combination of mass work and social work in the grass-roots judicial administration.Then put forward the perfect countermeasures of the two,promote the two to combine and innovate the working methods of judicial administration at the grass-roots level more effectively,so as to meet the service needs of the grass-roots masses for judicial administration,and improve the professional and democratic level of judicial administration at the grass-roots level.
