The position and responsibility of special police in the public security team are very clear,and its significance and role as a special police and a separate existence cannot be doubted.In recent years,China's special police team construction has strengthened its own position and goal in the face of increasingly complicated situations.Special police in our country should make better preparations for the growth,training,treatment,management,assessment and supervision of the team members in the management and construction of the team.While meeting the needs of social development and stability and the public,there are also some theoretical and practical problems in the construction and development of the special police team,which are highlighted in the contradiction between the professional growth needs of police officers and the insufficient system construction,the contradiction between the active initiative of special police work and the weakening of the incentive mechanism,the low efficiency of the police force,the need to meet the special professional needs of police officers and a series of issues that need urgent attention and promotion.Based on theoretical analysis and practical needs,combined with the current situation of the special police detachment of the R city public security bureau,and taking it as an analysis object,this paper discusses the causes of the phenomenon of "handyman teams" in the special police detachment of the R city public security bureau,and why this phenomenon occurs,mostly because the team construction is not systematic and standardized.Therefore,we will continue to deeply analyze the causes of common management failure,closed career,inadequate talent management,ineffective incentive mechanism,low professional identity and other aspects in the team construction of special police departments of public security.We will learn from the advanced concepts and experiences of excellent special police teams at home and abroad,combine the functional orientation and development status of special police teams in our country,analyze various phenomena in reality from the perspective of expectation theory,demand level theory and incentive theory,explore ways to correct the phenomenon of "handyman teams" in R city,and then explore ideas for improving the efficiency of the team construction of special police teams.Firstly,this paper investigated the special police detachment of R city public security bureau,made a detailed questionnaire survey on the team members in the thesis,and combined with the expectation theory and the actual situation,in order to promote the standardized management of the construction of the special police detachment,promote the integration and positive development of the resources of the special police detachment,and put forward to perfect the team management,personnel matching guarantee mechanism,career promotion incentive mechanism,salary and treatment mechanism,logistics guarantee assessment mechanism and supervision and restriction mechanism.
