| The SWAT is an important force in the public safety agency,it plays an irreplaceable role in the handling of violent terrorist crimes and mass incidents.For historical reasons,as a bureaucratic organization with the most emphasis on discipline and a clear hierarchy,SWAT has problems in team management,especially in the construction of incentive mechanism has not kept pace with the times,the development of SWAT lags behind other police types.The Hierarchy of Needs Theory as an Important Part of Motivation Theory,it has good theoretical value for analyzing the motivation and behavior starting point of SWAT team members,and it can analyze lack of motivation from a human perspective.Bureaucracy as the organizational form and management method of the public sector,the management thought contained in its theory is of great significance to the operation of the SWAT team,it reveals the deep reasons why the incentive mechanism works from the system,and it has important guiding significance for the rationality and efficiency of our improvement measures.This paper is based on Maslow’s Hierarchy of Needs Theory in Modern Motivation Theory,articulate the problem of unbalanced demand in the incentive mechanism of the SWAT team in G city.Adopt literature analysis method,interview method,questionnaire survey method and other research methods,by consulting relevant information,collating the results of interviews and questionnaires,using the theory of bureaucracy as a research perspective and an important entry point,to analyze the causes of the difficulties in meeting the needs of SWAT team members in G City and the problems existing in the incentive mechanism of the SWAT team.The survey found that the sense of professional identity is not strong,the communication is poor,the learning and training is mere formality,the recognition and promotion are difficult to recognize,the career planning is unreasonable and so on.In turn,it affects the work enthusiasm and overall work efficiency of the SWAT team,restricting development of SWAT team.According to the above analysis results,using the collected literature and research reports,to summarized some SWAT teams seeking changes and development in overcoming the difficulties brought by traditional bureaucratic organizations,and advanced experience in using incentives to promote team development.Combined with the actual situation of G city SWAT team,in order to master planning through organizational paths and refactor process,to integrate people-oriented concepts through ideological paths and change management awareness,to establish a sound mechanism through the institutional path to ensure the incentive effect.A three-pronged approach to put forward the optimal countermeasures to improve team incentives,promoting the stable and sustainable development of the SWAT team and the realization of the self-worth of the SWAT team members. |
