Research On The Construction Path Of The Social Public Security Governance System In The New Era

With the development of socialism with Chinese characteristics into a new era,the people’s strong demand for high-quality public safety products and services is in conflict with the government’s inadequate supply capacity.Based on the basic content of the overall national security concept and from the perspective of the modernization of national governance,this paper puts public security issues under the framework of social governance theory and practice.Through the research and analysis of the concepts and theories related to social public security and governance,the basic process of the construction and development of China’s social public security system is carefully sorted out,and its internal evolution characteristics are summarized.In view of the external challenges and favorable conditions faced by the construction of the social public security governance system in the new era,This paper analyzes the existing problems and causes of emergency public safety system from the aspects of pre-plan preparation management,system construction,operation mechanism construction and rule of law guarantee.Combined with the construction of a new social system of co-construction,co-governance and sharing,the paper puts forward corresponding solutions from the perspectives of diversification of public security governance subjects,legalization of governance process,intellectualization of governance mechanism and specialization of governance means.Therefore,this paper believes that the core meaning of the construction of the social public security governance system in the new era is embodied in the following aspects: first,from the emergency to the normal risk prevention and control;Second,from the traditional government emergency management to modern social collaborative governance.Facing the complicated and changeable social public security situation,combining the disaster preparedness and mitigation and sustainable development,construct the security and development unifies,risk prevention and control;emergency response and recovery factor and process integration of social public security management system is our party and country to enhance people’s sense of security and happiness by the initiative of the strategic choice,for promoting the modernization of national governance and comprehensively deepen reform is of great importance.
