Research On The Statutory License System Of Digital Library

In today's society,due to the large number of digital technology,the library has made great progress in its own development,which is an inevitable choice for the library to adapt to the social needs and social development.Digital Library in the future will become the main direction of the development of the library,but in the possession of a number of advantages,the digital library since the birth of the moment to be subject to the restrictions of the copyright law.At present,the development of Digital Library in our country has been hindered by copyright issues.In order to solve this problem,it is one of the methods that we can use to introduce the legal permission system into the digital library.The statutory licensing system can largely solve the digital library faces has authorized the difficulties,although the copyright owner's rights has been weakened,but the protection of the copyright owner the right reward,economic benefits and received no damage.This paper is divided into five parts: the introduction.The first chapter is the digital library and related copyright issues.The author believes that,in addition to have the common characteristics with the traditional library,digital library has exceeded the time limit,become more flexible;problems faced by the digital library copyright includes the reasonable use range is narrow,it is difficult to achieve the "authorized license",the compulsory licensing process is complex,the collective management organization to complete all authorized.The second chapter is the feasibility analysis of the introduction of the legal permission of the digital library.The third chapter is the design of the legal permission system of the digital library in our country.The fourth chapter is the measures taken by the digital library to apply the legal permission system.Author from the following aspects: Library Based on feasibility of statutory license,apply to design of Digital Library in our country specific legal license system,and take appropriate policy to study how to operate the statutory licensingsystem of library.Expected to ensure the smooth development of digital library,but also to maintain the legitimate rights and interests of the copyright owner.
