Research On Government Support Behavior In The Agglomeration Of Big Data Industry

In recent years,Guizhou Province has taken the development of big data industry as an important grasp of the strategy of "keeping the bottom line of ecology and development",and has taken a unique development path different from that of other provinces and regions in the East and west.Guiyang cities the main battlefield for the development of big data industry in Guizhou Province,and its industrial agglomeration effect is obvious.The government of Guiyang city gives full play to its policy function and creates a good environment for the agglomeration and development of big data industry.This paper focuses on the government support behavior in big data industry agglomeration.Starting from clarifying the concepts of industry agglomeration and government behavior,and combining with the theory of organizational behavior,government function and government intervention,it divides the types of government support behavior and the mode of government support behavior.On this basis,it constructs the mode of government support behavior based on different stages of industry agglomeration.Analysis of the framework.Using case analysis and literature analysis,this paper takes the government support behavior in the agglomeration of big data industry in Guiyang city as the research object,analyses the development status of the agglomeration of big data industry in Guiyang City,obtains the mode orientation of the support behavior in Guiyang city at the current stage,and points out that the government support behavior in the agglomeration of big data industry in G uiyang city has weak policy guidance and financial supplement.Such problems as inaccurate posting behavior,imperfect public service system and so on.Based on the analysis of the performance and causes of the current deviation of support behavior,this paper uses comparative analysis method to study the main experiences of the government-led Hsinchu Big Data Hi-tech Industrial Park in Taiwan,the government-led Zhongguancun Big Data Industrial Park in Beijing and the market-led Silicon Valley Big Data Science and Technology Park in the United States,and puts forward the phase of the local government in the development of industrial agglomeration in Guiyang City.Measures concerning incentives and constraints:correctly handling the relationship between local government and market,establishing precise financial subsidy policy,optimizing public service functions,and reshaping the incentives and constraints between enterprises and local governments.Suggestions are given on the government’s support behavior in Guiyang City.In order to improvethe government behavior in the agglomeration of big data industry for local governments,and help Guiyang big data industry develop better and faster.
