Research On The Behavior Of Local Government In Industrial Agglomeration

Industrial agglomeration is an important form of industrial development,which has a significant role in promoting the development of local economy.However,industrial agglomeration is only driven by the market,and it will face problems such as slow industrial agglomeration,unscientific development structure of clusters,and weak competitiveness.This requires local governments to scientifically position the role of local governments from the perspective of government functions and adopt effective industrial policies Intervene in the process of industrial agglomeration,and obtain a more healthy,efficient and competitive industrial cluster.This paper summarizes and analyzes the phenomenon,background,reason and effect of the agglomeration of the surveying and mapping geographic information industry in Weifang City,and constructs a two-dimensional analysis framework of the surveying and mapping geographic information industry policy of Weifang City with the time policy axis by using the method of literature research and interview.The conclusion is as follows: in the process of promoting the agglomeration of the surveying and mapping geographic information industry,Weifang City has experienced In the process of industrial agglomeration,there are three changes of role orientation: the supplier of public goods and services,the planner of industrial cluster,and the maintainer of thedevelopment environment of industrial cluster.There are still some unscientific situations in the role orientation.In the specific industrial policy classification,the industrial layout policy is the main policy,and the industrial structure policy is the auxiliary policy.There is a lack of sufficient and effective industrial structure policy,which shows that There are some limitations and blindness in the process of promoting industrial agglomeration of local governments.This is not only because the local governments(prefecture level)do not grasp the general rules and promotion methods of industrial agglomeration,which leads to the promotion of industrial agglomeration with half the effort,but also because of the rights and obligations and development planning stipulated by the superior governments of local governments supported by policies Limitations.
