Research On The Problems And Countermeasures Of Villager Autonomy In Lishui District, Nanjing City

The Villager autonomy is an innovation of our people are masters of the country,after more than 30 years of practice,our country countryside democracy at the grassroots level construction has made significant progress,gradually formed to"democratic elections,democratic decision-making,democratic management and democratic supervision”as the core of the theoretical system.The democratic consciousness and enthusiasm of the vast peasants have been increasing,becoming the main body of the village government,realizing the progress of rural economic and social development in rural democracy.But in practice,different areas have encountered various problems and different strategies have been adopted.It is of great significance to advance the democratization of rural areas in China.This paper expounds some basic concepts of villager autonomy,’chose Nanjing LiShui area as the research object,Analyze and study the distinctive autonomous pattern established in these area.Although this area has achieved good results in the areas of democracy,self-government,economic development and social stability,however,there are still practical problems in the village committee’s performance,village relations,villagers’ relationship with village officials,clan power and regional development.Through in-depth analysis of the causes of these problems,the paper puts forward some Suggestions and measures to promote the self-government of villagers,mainly divided into five aspects:To strengthen the management of the village committee;To regulate the functions and powers of township governments;To cultivate qualified autonomous subjects;To remove the influence of clan influence;To coordinate economic development.Hope that through study of Nanjing LiShui area,this paper can promote other areas in China provided a reference for the development of villagers’ autonomy.
