Research On Negotiated Governance In Rural Grassroots Social Governance

Promoting the modernization of the national governance system and governance ability,and grassroots social governance,especially in rural area is an important basic project.As far as improving the rural governance system,it is of great theoretical significance and practical application value to embed the deliberative democracy of socialism with Chinese characteristics into the rural grassroots social governance.Based on the actual investigation,this paper selects Chenjiadian village as the object of case study,which actually provides necessary practical support for rural grassroots social consultation governance.This paper firstly clarifies the significance of promoting rural grassroots social governance,introduces the current research status of the academic community,explains the reason why Chen jiadian village was selected as an empirical analysis after actual research,and points out the academic theoretical significance and practical application value of this research.Based on it,the paper generally introduces the process of Chenjiadian village from a poor and backward village to a rich and advanced village with some influence,and summarizes the main practices of Chenjiadian village development and governance,including bring into full play the central role of party organizations,take the path of development for enterprise drive village,and combine the governance into the development,promote the rural community,improve the public service system,establish and improve the village governance consultation mechanism.To summarize the experience of Chenjiadian village management,it mainly includes below.Firstly,the rural grassroots social governance needs the strong leadership of the party organization.Secondly,we should combine consultation and governance in development.Thirdly,we should build a new mechanism of consultation governance with characteristicsBased on the experience of Chenjiadian village's consultative governance,this paper theoretically further explains the necessity of embedding consultative democracy in grassroots social governance in rural areas.Firstly,it is the need of inheriting tradition and solving governance dilemma.Secondly,it is the need of guaranteeing the peasant's democratic rights and subject status.Thirdly,it is the need of building a pattern of social governance for all.From the perspective of practical application,this paper puts forward two prominent issues that deserve attention in rural grassroots social consultative governance.One is how to properly handle the relationship between consultative governance and the leadership of the party,the other is how to treat consultative governance and further improve villagers' autonomy.It is crucial to make these two problems clear for promoting rural grassroots social governance.The conclusion part summarizes the thesis.
