Global governance,which is initiated by the former Prime Minister of German Federal Republic,Willy Brandt,for coping with a range of transnational political,economic and social issues,and which is proposed by scholars in academia at the corresponding period,implies by rules diversified actors govern world affairs on global scale.As global governance is essentially a kind of governance of rules,international law,as the only one rule with legal binding force on transnational scale,would play a crucial part in global governance,but which would be also pretty hard.As if global governance is transformed into three separate dimensions,at the dimension of global issues governance,international law would be an issue regime,but would also be powerless towards issues of insufficient legalization,as it is just a global issues regime with limited legal power.At the dimension of diversified actors governance,international law would be an activity framework,but would also be circumscribed towards diversified actors,as it is just an activity framework delimited by state actors.At the dimension of globalization governance,international law would be a legal structure,but would also be facing with fragmentation of itself as a rule system,as it has been suffering through the globalization.International law has afforded the job of global rule of law and the job of constructing global law,which would be pretty hard as the globalization is still on working,which still means considerable uncertainties.But what would be certain remains that international law is uncertain on its essence,as evolving from interstate law into global law,and that there would be contending with alternative institutions,as no matter what kind of the institutions are.
