This paper discusses the evolution of China’s foreign policy with the perspective of constructivist norm reshaping.In the context of the formulation of foreign policy,the importance of the traditional cultural roots of the region,namely the East Asian symbiosis system,was emphasized.This means that the foreign exchanges made by countries in the region under the system are consistent with their status,and this more stable structure is conducive to the development of policies adapted to the region.On this basis,this paper borrows the concepts of "Derial","Change" and "Selection" of New Darwinism to explain the process of norm remodeling.First of all,"genetic" refers to the continuity of the actor policy.The author believes that Zhou Enlai’s policy of "seeking common ground while reserving differences" is a universal concept with oriental cultural philosophy that was born under the East Asian symbiosis system.Secondly,"change" refers to the return of the internal and external environment in a short period of time,and the actor’s transfer of part of the benefits in the long-term return.That is,the "shelving dispute" norms discussed in the article are not only the inheritance of the principle of "seeking common ground while reserving differences",but also according to the time.The product of "change" in historical conditions.Finally,"choice," means that the challenger actively chooses to integrate after the interests fail to achieve the set goals,that is,the Philippines gradually shifts from competition and confrontation to cooperation.
