Research On Optimization Of Centralized Reform Of Elderly Offenders

In recent years,elderly criminals have become a growing group in prisons.This special group has the characteristics of poor physical quality,low labor ability and unstable mind,which are different from other criminals.The former prison management method is faced with high cost and low efficiency in the management of elderly offenders.From the prison level,it is no longer a long-term solution for elderly offenders to be divided into prisons,so they need to be centrally locked up.Through exploring the behavior characteristics,psychological characteristics and serving performance of the elderly prisoners,this paper studies how to achieve more scientific and efficient and targeted correction for the elderly,on the one hand,to ensure the safety and stability of the prison,and to improve the efficiency of social management.This paper based on the theory of needs hierarchy and the theory of execution effectiveness,and on the basis of sorting out relevant literature at home and abroad,combined with questionnaires,interviews and other methods,the data obtained from the prison for the elderly in Z prison in shanghai city were collected,analysis and research on the prison for the elderly in Z prison in shanghai,introduces the basic situation of Z prison and the characteristics of prisoners’ psychological,physical and prison terms,and detailed analysis is made on the reform methods of the three major criminals,prison management,education transformation and labor transformation in the prison area of Z prison.The main problems of the elderly prisoners in the Z prison in shanghai are the backwardness of the hardware facilities of the prison,the contradiction between the medical needs of the criminals,the high risk of supervision and the poor professional quality of the police force and so on.In view of these situations,this article introduces the related situations and experience methods of elderly offenders in the United States,Germany and Japan.And from the construction of the people-oriented management mechanism,deepening the work of the education and reform center,strengthening the criminal health and medical management,improving the criminals’ flow mechanism,and strengthening the professional construction of the criminal management team,some reasonable suggestions on the optimization of the old criminals are put forward.
