Research On The Experience Of The Rise Of France In Modern Times

After 1500 years,France has experienced a spectacular rise,which has provided a lot of experience for countries in the world to realize their country's rise.The rise of the state is ultimately determined by the country's national strength,while the level of state governance directly influences the improvement of national strength.The modernization of state governance is the historical process of the state governance system and governance capability from the traditional to the modern.It is also the necessary prerequisite and important symbol of the continuous improvement of the level of state governance.Governance system and the system of executive ability is the main content of state governance.Political,economic,social and cultural system of governance are the basic components of national governance system,in which political governance system is at the core.Modernization of the political governance needs to be completed the balanced development of state building,democratization,the rule of law.The modernization of political governance needs to complete the balanced development of national construction,democracy and the rule of law to achieve the three goals of a competent,constrained and accountable state.Thus promoting inclusive economic,social and cultural governance systems and ultimately achieving the goal of inclusive state.This paper attempts to examine the four experiences of the rise of France from the perspective of modernization of state governance.The rise of Bourbon Dynasty depends on the building of early nation-state.The unity of power and bureaucracy effectively promoted the development of state capacity,thus creating favorable conditions for carrying out comprehensive reform and promoting industrial and commercial development.However,due to the lack of democratization and the rule of law,the powerful state has lost its constraint,and thusembarked on the path of offensive rise,resulting in the interruption of the rise.The rise of the First French Empire was closely related to the building of the state and the rule of law.However,due to the lack of democratization,the First Empire also chose an offensive rise road.The Second French Empire continued to strengthen the state apparatus.The second Reich continued to strengthen the state apparatus.Through an inclusive economic governance system,the industrial revolution was successfully completed and the economy grew rapidly.But because of the lag in democratization,the result is the same as the previous two rounds.The Fifth Republic,through comprehensive reform of the political governance system,first realized the balanced development of the three major elements of political governance.Inclusive economic,social and cultural governance systems have been created and the state governance system is more balanced.Taking the overall promotion of state governance as an opportunity,Charles DE gaulle led France to adopt a more flexible semi-offensive/semi-inclusive rise strategy,and ultimately to achieve sustainable national rise.
