Research On The Project-based Operation Path Of Urban Grassroots Community Governance

In the course of modernization,Chinese cities have made great progress and faced numerous challenges.Large population size,strong mobility,prominent aging and fewer children,and complex social structure caused by class differentiation all put forward higher requirements for urban community governance.Shanghai has taken the lead in implementing the reform of community-based governance system,and project-based operation has become a new way of community governance in Shanghai."Self-government project" has become a kind of governance mode that local governments pay more attention to.This makes people want to know,"autonomous project" was born in the background and why?By what main body carry out,how to carry out,practice result how?Under what kind of logic do the subjects in the urban basic communities adopt what strategies to face the "autonomous project"?What kind of influence does"self-government project" have on the social structure and power relationship of the state and the society and related pluralistic subjects?Based on the " the third realm between state and society" as a theoretical perspective,with PP street project "autonomy" as an example,using the case method,participatory observation method,interview method,comparative research on PP street project "autonomy" operation process is analyzed,through the anatomical"autonomous" declaration and examination and approval mechanism,implementation and monitoring mechanism and post-project evaluation mechanism,found the practice of the project,""autonomy operation conform to the technical management,system planning,the logic of mass mobilization.After research,this article thinks,"self-government project" remolded the pattern of urban grass-roots social governance.In the grassroots governance system reform in Shanghai,on the one hand,the state will continuously infiltrate into the social field,through the control of personnel power and financial power to strengthen the control of community neighborhood committees,neighborhood committees in the deepening of administrative attributes.On the other hand,social forces are constantly developing under the state mobilization,and professional social organizations and local mass organizations have become important participants in the grass-roots social governance pattern.However,in the field of public services,the state and society are in a mixed state6and multiple governance bodies in communities communicate and communicate through consultation and cooperation."Autonomous project" is a new form of "project system" research.The economic incentive mechanism has become the normal work task arrangement.The increase of procedural ledger makes the technical governance turn to the opposite of it.The temporary and unsustainable nature of "one case,one discussion,and special fund"becomes the systematicness and integrity of "system planning",and there is flexibility in the use of funds.Mass mobilization becomes the operation mode and logic of"autonomous project"."Self-government project" is a Chinese road different from the western community self-government,and it is a kind of community governance mode in line with China’s grass-roots social conditions.The "autonomy project" was born in the context of strong national political parties,administrative system and weak resources of community residents.
