Research On The Path To Improve The Construction Of A New-type Rural Community Public Service Platform

Community public service is an important part of contemporary urban and rural construction.However,with the rapid development of China’s economy,our country has gradually turned focus to rural areas and concerns about the livelihood of farmers.The strategy of revitalizing rural areas was promoted in the 19 th CPC National Congress report for the first time.We must adhere to the integration of urban and rural development,give priority to the development of agriculture and rural areas,establish a social security system covering urban and rural residents,and accelerate the equalization of basic public services in urban and rural areas.The new rural community public service platform has become an important channel for extending public services to rural areas.For a long time,the traditional urban-rural dual structure has made the uneven development of urban and rural areas in China.The gap in public services has gradually increased.It has led to some problems such as insufficient supply of public services and low quality of service.In order to narrow the gap between urban and rural areas,ensure the effective supply of rural public services and meet the needs of rural residents,the establishment of public service platform in a new rural community has become an important point to improve the rural public service supply system.It can effectively improve the efficiency and quality of rural public service,bring benefits to rural residents,and accelerate the process of urban-rural integration.In this process,it is necessary for the government to play a guiding role and provide good institutional and financial support.It also needs the participation of the market and all the society to play its main role and promote the improvement and development of the new rural community public service platform together.This article is based on the spirit of the 19 th National Congress of the CPC,and the understanding of domestic and foreign scholars’ research on rural public service platforms.It uses new public service theory and multi-center governance theory to study the establishment of public service platforms in a new rural community.And it summaries some problems such as lack of market,lack of funds,lack of talents and money,weak supervision,and unclear channels for expressing needs.At the same time,it selects the Wang Gezhuang community service center in Laoshan District,Qingdao as the research object,and analyses the experiences of establishment.Therefore,it makes some suggestions from the government,market participation,and society to establish the rural public service platform.And it hopes to provide ideas about improving the establishment of the rural public service platform.
