Research On The Process Of Provincial Government From The Perspective Of Modern Nation Building

Differences between modern nations and traditional nations not just lie in political structures and functions,but also in power operation within nations.The process of government process provides scientific research paradigm for power operation within nations.It is important that research on government process of modern nations focus on state macro levels,but it is not strict and rigorous enough to merely focus on state levels.As important component parts of the nation,local governments should not be ignored in the research on national power operations.Research object of this paper is provincial government process.It regards Hubei Province as the example,and discusses how provincial government process reflects intrinsic attributes and development process of modern nations,so as to discover relevant laws and defects.The paper adopts methods of documentary analysis and case analysis.It analyzes the main contents and importance of promoting the construction of modern countries by Hubei Province in the 1990 s.It proposes that optimization of provincial government process is an important component part of modern nation construction.Democratization,centralization and legalization of provincial government process not only deepens the modern nation construction of China,but they are also a more important mission.The paper includes six chapters:The introduction discusses,analyzes and illustrates research problems,research significance,research reviews at home and abroad,research ideas,research methods,basic concepts and theories.The second chapter discusses the main contents of promoting the democratization of national power in modern countries by provincial government.Based on three aspects of democratic elections,government's main functions,and democratization of major decision making and legislation,the paper elaborates the example of Hubei Province in the 1990 s,in order to verify that democratization of provincial government is an important component part of democratization in national power.The third chapter discusses the expression of centralization of national power in central government and local government in modern nation construction.Through discussing the source of power for provincial government,democratization of major decision making and legislation in provincial government,authority in executive body and unitarity of procedures,the paper verifies that without the centralization of provincial government,then centralization of modern state power is a mere nominal existence.The fourth chapter regards legalization construction as the connection between provincial government process and modern nation construction.Similarly,based on the practical example of Hubei province,the paper analyzes that legalization of provincial government process is the thruster for legalization of modern national state power of China.The fifth chapter focuses on discussing the functions of mass line and democratic centralism in the scientization of power operation.By discussing the mass line in the constitutional government system,contents of democratic centralism,and practice of mass line and democratic centralism by Party committee of Hubei Province,the paper obtains the conclusion that practice of mass line and democratic centralism by provincial government is conducive to the scientization of modern national state power operation procedures.It is also an important component part of modern nation construction.The conclusion summarize the whole paper.It illustrates the importance and necessity of provincial government process in the framework of modern nation construction.Lastly,the practical experience of promoting modern nation construction by Hubei Province shows that relevant problems still exist,and specific countermeasures are proposed.
