| A great opportunity comes with a new round of global scientific and technological industrial revolution.Some national policies are enhanced and conducted to drive innovation and dexvelopment.In such situation,local governments actively construct carriers of public resources for innovation and small businesses.They provide companies with working space,infrastructure,and a series of services and support.Excellent innovation resources can be attracted to get together,innovation risk and company running cost decreased,company success increased,and industrial activities with high competition and innovative biosystems formed.In recent years,innovation carriers in Yangzhou have developed into a new phase.Since 2012,Yangzhou government has implemented a large-scale construction of the science and technology industry complex.Up to date.there have been 69 collaborative innovation centers with universities and research institutes,141 various sci-tech service departments,and 20 million employees having university degree.However,shortcomings regarding planned construction without enough systematic and long-term consideration,less featured industrial development,unprofessional government operation,innovative biosystems not yet started,and insufficient service functions.This thesis focuses on these issues in conducting research and working out conclusions.Firstly,the basic concept of the Yangzhou science and technology industry complex is defined.On the one hand,characteristic of quasi-public products of the science and technology industry complex is analyzed,discussed and proved throughout the aspects of investment subjects,service function and external effect.On the other hand,the market and professional competence needed for the operation and development of the science and technology industry complex are described with stress on theory of industrial clusters and innovative biosystems by investigating literatures.The thesis has reviewed the key methods and results of the development of the science and technology industry complex driven by Yangzhou government.The problems and their causes in the development have been sorted out and analyzed.The conclusions indicate a contradiction between professionality required for operation and publicity of the science and technology industry complex causes the problems.In performance,this is a contradiction between necessity of the industrial complex development driven by government and unprofessional operation by government.In the end,the author proposes importance of publicity and professionality with taking reference of domestic and foreign wide success experience of government managing innovation carriers.The thesis put forward to 4 important improvement aspects.These include planning and construction scientifically,improving industrial arrangement,increasing operation quality,and optimizing development environment.Some detailed measures are presented for optimizing policy management,introducing professional operation,purposed and targeted businesses introduced,constructing innovative networks,improving service support,enhancing sorted management and so on. |
