Analysis Of The Contribution Of Agricultural Science And Technology Progress On The Economic Growth Of Plant Industry In Hebei

In order to know well the present and potential situation of Hebei agricultural science and technology progress, this paper calculated the contribution ratio of agricultural technology progress and analyzed the effect of agricultural science and technology (S&T) progress on the plant industry economic growth by using Cobb-Doglas function.The results indicated that content of agriculture and planting S&T was 31.69% and 38.4% respectively from 1991 to2000, so it is a sound choice for the agriculture development of Hebei to depend on the S&T progress, improve the availability of the inputs, the quality of arable land and add the investment of human capital to enhance the quality of farmer in future.By comparing the labor productive capacity index of agriculture to the arable productive capacity index, the paper pointed out that the leading pattern of improving the arable productive capacity is suitable to the agriculture development of Hebei.The major factor was the technology of agriculture production in the influence factors of the economy growth of planting of Hebei, the contribution ratio to economy growth in planting was 19.3%, in which the improved seed, chemical fertilizer, plant protection was 4.3%, 2.5%, 2.3% respectively; Manage technology was 9.8%, in which the policy was 4.0%, then manage regulation was 2.9%and manage method 2.9%; the service technology was 9.3%, in which the agricultural extension, the culture education, the agricultural science and research, and material supply were 2.5%, 2.4%, 2.3% ,and 2.1% respectively. So, the author may safely draw a conclusion as follow: (1) We should increase the contribution ratio of agricultural science and technology progress to guarantee sustainable development of agricultural economy; (2) We should pay moreattention on the agricultural science and technology progress about the high quality seed; (3) Policy favorable for the agricultural science and technology progress should be built to stimulate the interest of agricultural researchers and managers and accelerate S&T progress; (4) A high effective system of agricultural research and extention should be build; (5) More attention should be paid on rural labor quality by improving the quality of rural basic education and nice-year compulsory education,government should also place much emphasis on rulral professional education to improve the quality of rural labours and improve farmer's ability in adopting new agricultural technology; (6) High-quality agricultural technology service should be provided.
