Research On Social Assistance Issues From The Perspective Of Marxist Interests

After the socialism with Chinese context evolves into new era,many new requirements for social security were put forward in the report of the Nineteenth National Representative Committee of Communist Party of China.Social assistance,as the most important part of social security system,plays the role of final defence line for satisfying fundamental needs of particular people in poverty.However,so many problems existing in the action of social assistance obstruct the refinement of social assistance.There are so many theoretical views in the research on social assistance,but very few can embody the first role of social assistance objective.Marxism interest view,insisting in the principle of people first and emphasizing on the function of interest in the process of adjusting social relationship,provides a new theoretical view for studying social assistance problems.This thesis is divided into five sections.In the first part,I will introduce preliminary contents of the interest view of Marxism and the new development of the Marxist intere st views in the thought of socialism with Chinese characteristics of general secretary Xi Jinping for new era.By virtue of this part studying,the theoretical basis,such as interest re lationship theory,interest contradiction theory and the best new theories within Xi Jinping General Secretary for new era,under the interest view of Marxism for studying social as sistance problems were built up.Then,through demonstrating what confinements,features an d functions of social assistance are,I will take on circumscription of surveying social assi stance.At last,this part will link the interest view of Marxism and social assistance.In the second part,social assistance beneath the interest view of Marxism will be res earched.I will mainly study the reasons and attributes of social assistance under the inter est view of Marxism.under the interest view of Marxism,the reasons of implementing soc ial assistance are followed:satisfying the needs of people in poverty,the due measures that economic developmental approach relying on people take and social assistance is one im portant approach of dealing with interests among different groups.Meanwhile,social assista nce possesses many kinds of attributes containing society,economy,and politics.This second part of studying will make use of interest view of Marxism to reconstruct social assistan ce and the understanding on social assistance is to be further more.In the third part,this thesis will expose existed problems in social assistance and analyze their reasons under Marxist interest view.From aspect of notion,there are existing some problems such as outdated concept of social assistance,unreasonable perspective on social assistance and so on.From aspect of social assistance system,single subject of social assistance,the criterion of assistant objects apart from exact situation,the absence of effective scrutiny,separate regulation between city and county.From aspect of legislation,none-comprehensive legal system,the absence of the legal right of social assistance,and insufficient statutory regulations in the procedure aspect of social assistance are predominant trouble.From aspect of assistance practice,overlooking the action of helping poverty population to develop work abilities and distinct distance among different regions are worth solving crucially.Surveying all those questions above under Marxist interest view,I remind that insufficient and uneven development of our country’s productivity are original reasons,enclosing leadership function of the CPC in social assistance is critical reason,uneven allocations of interest that superstructure handles are main reasons,and there are existing other precise reasons analyzing those questions under Marxist interest view.In the fourth part,problems that how we will implement social assistance are going to be studied after talks about based on above three parts.The interest view of Marxism enlightened us that the approach at root that all these problems in the social assistance can be worked out is developing productivity deeply and insisting the economical building considered as center.And the critical method is strengthening the leadership of CPC.From aspect of concept,we should advocate positive concept of social assistance and change our understanding about social assistance.From system aspect of social assistance,we should construct various subjects of social assistance,confirm the standard of social assistance objects coincided with reality,improve the measures of social assistance,integrate city and county.From aspect of assistance legislation,we should make law of social by Standing Committee of the National People’ s Representative Congress or National People’ s Representative Congress,regulate explicitly the legal right of social assistance and add contents associated with the procedure of social assistance in law.From aspect of the practice of social assistance,we are supposed to attach the importance to help poverty people help-self and diminish gaps among various regions.In the fifth part of conclusion,I will study the strength of CPC leadership on the act ion of social assistance which is regarded as sublimation of this thesis.During social assis tance,more strength leadership of CPC will not only provide extreme stable political secu rity but also advance the further refinement of social assistance.Finally,I summarize main viewpoint of thesis.
