Research On The Implementation Of Gaoyou's Government Information Disclosure System

Since the government information disclosure system has been formally established and fully operated in 2008,although some progress and effectiveness have been achieved,many problems still need to be solved in the process of the implementation of the system.The local government,especially the grass-roots government,has a strong public meaning,slow information renewal and lack of effective letter in the implementation of the system.Therefore,it is a practical problem that the local government and departments should make great efforts to close the public demand,reduce the repeated application and consultation,and improve the public access to government information.In accordance with the principle from the perspective of empirical analysis,the author selects urban and rural residents in Gaoyou as a sample and uses interviews and questionnaires to understand the implementation of the local government information disclosure system.Although the conclusion can not be applied to the whole country,it is beneficial to discover the reality of local public administration in Gaoyou and the local governance.On the level of theory,it has certain practical significance.This article follows the idea of putting forward questions,analyzing problems and solving problems,using literature research,investigation and analysis,and comparative reference method,through the investigation and analysis of local urban and rural residents in Gaoyou,to understand the implementation of the government information disclosure system,including the status of the local government information disclosure and the achievements made.And some problems,including the lack of professionalism in the implementation of the Gaoyou municipal government information disclosure system,the imperfect platform carrier construction,and the ineffective implementation of the supervision and relief system,and the analysis of the reasons for the lack of the motive force of the main body of the system,the lack of public awareness of the system,and the unsound supervision and assessment mechanism.The experience of the construction of government information disclosure system in the United States and Japan,as well as the bright spots in the implementation of the system in Changshou City and Huaibei,put forward the feasible countermeasures to solve the problems,including the training of the practitioners’ initiative and public awareness,the improvement of the business level of the employees,the establishment of a comprehensive assessment mechanism and the establishment of a special review.The mechanism,the construction of information open channels,the promotion of the government information resources sharing and integration,the establishment and improvement of the press spokesman system,the strengthening of the government portal website construction,the sound government information disclosure supervision mechanism,and the innovation of government information public relief.At present,the research on the public information disclosure system at home and abroad is still concentrated on the system itself and the level of national legislation,while the research on the implementation and implementation of the information disclosure of local governments at the grass-roots level is less based on the author’s empirical advantages of the Gaoyou government to engage in information disclosure related work,and the method of questionnaire survey has been obtained.The rich data,not only from the user satisfaction or the point of view of the website to explain the empirical research,but also try to make a systematic description of the government information disclosure from the perspective of government,to a certain extent,to make up for the blank of the current theory of information disclosure of government information,making the research more complete and rich.
