The Problems And Countermeasures Of Community Grid Management In Slender West Lake Scenic Area In Yangzhou City

Ever since the successful holding of 18th CPC National Congress,different levels of government departments have put forward a series of proposals on how to strengthen national governance capabilities.As the outstanding achievements and major measures of social management innovation,the urban grid management pattern has received great concern from all sectors of society.The pilot cities in our country have started to explore and promote the grid management of urban communities.Beijing,Shanghai,Yichang and other cities have made tremendous progress in this field.Yangzhou,which is among the first batch of digital cities management pilot cities under the Ministry of Construction,has conducted a preliminary exploration in grid management of urban area and achieved some success;however in regard to the grid management of the community,there is still a lot to do for the catch-up.The Slender West Lake District plays a pioneering role in promoting community grid management of the whole city.It has built a preliminary grid management framework and set up some mechanisms since 2015,but there are still some problems and deficiencies.Therefore,this article focuses on ideas and measures to solve these problems,and is of great significance to build Yangzhou into a city that is good for star-ups,habitat and tourism.The author studies the community grid management in Slender West Lake from the aspects of basic status quo,concrete measures,main characteristics and effectiveness by information collection and in-depth research.At the same time,it conducts questionnaire surveys and adds the perspectives from community grid staff and resident representative to analyze as well as judge the existing problems and development dilemmas in the existing situation,and then to compare and refine the advanced experience of three cities(regions)which have outstanding achievements in the field,and to provide pragmatic theory and suggestion for the grid management of the community of Yangzhou according to its current situation.Through the above analysis,the article puts forward countermeasures and suggestions on the problems existing in the grid-based management of the community in Slender West Lake in terms of institutional mechanism,platform construction and utilization,construction and management of the team,social organizations and public participation,i.e.to strengthen the construction of community workers and grid staff,to establish a group-type and diversified governance system,to strengthen residents’ autonomy and actively guide social organizations to participate in community construction,and to increase government input and to improve hardware and software construction.
