In recent years,with the continuous progress of the construction of the new Kunming,Kunming city economic development benefit a lot,at the same time,Kunming city within the scope of the migrant workers' salary mass unexpected incidents have been increasing influence on the city economic and social stability caused by also increasing.Especially in the rapid development of the new District of Chenggong,migrant workers' salary mass unexpected incidents has become a serious social problem requires the government to deal with.Studying the migrant workers'salary mass unexpected incidents will help the government make correct decisions,alleviate social contradictions,and maintain social equity,justice and stability and unity.The key problem that this paper needs to solve is to put forward the feasible improvement suggestion to the government of Chenggong district and even greater range of local government to deal with the problems encountered in the work of peasant workers' salary mass unexpected incidents.This paper discussed the concept of migrant workers' salary mass unexpected incidents based on the current situation,causes and trends for migrant workers' salary mass unexpected incidents in Chenggong District paid through the use of value-added theory and some cases,analysis of the current Chenggong District of migrant workers'salary mass unexpected incidents measures for migrant workers to discuss related factors will lead to salary mass unexpected incidents into six kinds of value added theory in decision factors,and through the six groups of migrant workers decided to analyze both internal and external factors,find out Chenggong area for migrant workers to respond to mass unexpected incidents in the salary problem,and concludes the causes of the problem.Put forward to adopt the judicial,administrative and social measures to eliminate the determinants of migrant workers' salary mass unexpected incidents,as Chenggong district development and improvement of migrant workers' salary mass unexpected incidents response recommendations for the relevant functional departments of the Chenggong district government and even greater range of local government and provide recommendations and strategies management policy.
