Research On The Quality Of Village Officials In The Process Of Rural Ecological Civilization Construction

The Eighteenth national congress of the communist Party of China for the first time,discussed the ecological civilization,put forward "to promote green development,the development cycle,low carbon development" and "build beautiful China" and the construction of ecological civilization in prominent position,eventually forming the five one of the macro layout of socialism with Chinese characteristics.The coumtryside under the impact of the city civilization,should decide on what path to follow?The Party and the country look far ahead from a high vision,put forward the construction of new socialist countryside,is not only to increase the income of farmers and strengthen the infrastructure construction of material civilization,the so-called "new".it should be reflected on the construction of ecological civilization.The rural ecological civilization is an important part of Chinese ecological civilization,the party and the state has issued a "central No.1 document,requires attention to ecological civilization construction in rural areas.The village official is the implementation and the executor of the Party’s line,principles and policies in the countryside,is the leader of building a better home,is play a model,organization and coordination role in the construction of ecological civilization in the countryside.The quality of them is directly related to the work of quality,1s directly affecting the success of the rural ecological civilization construction.The rural ecological civilization construction is a complicated and systematic engineering,it is a new content in construction of harmonious socialist new countryside,not only the situation is unprecedented,and its construction is comprehensive and innovative.This career requires a corresponding quality of the village official.The village officials must have some abilities,such as the innovation and development of rural economy,improving the rural ecological landscape,to adapt to the requirements of "good ecological environment in rural areas,to shape a good rural landscape".Based on the concept of scientific development,this paper discusses village official quality don’t adapt to rural ecological civilization construction in all aspects in currently,and analyzes in detail the cause of rural village official quality problems in the process of ecological civilization is the concept of ecological education backward,the lack of ecological civilization system,the influence of urban and rural economic structure,and the lag of infrastructure construction and environmental management as well as the geographical environment factors and so on.Based on this,this paper puts forward the construction of rural ecological civilization in the process of the four ways of improving the quality of village officials:From the perspective of government,it should improve the way of talent selection,the supervision system,strengthen the education and training,etc.,to create good environment for the improvement of quality of village officials;From the perspective of village official itself,they should improve their own moral cultivation,change of ecological ideas,innovate and develop production,more pragmatic services,improve the ability to work;From the perspective of the participants that the masses to consider,village officials need them to understand them,and play their own strength to support the village officials;Finally,we can draw lessons from foreign beneficial experience,such as the introduction of advanced environmental protection technology and so on.In a word,through the governnent’s extermal power and village officials to strengthen their self-cultivation,together with the participation of the masses and draw lessons from foreign experience,should be able to enhance the quality of village officials,make them can really become the pioneer and model of the rural ecological civilization construction,and vigorously promote the development of the rural ecological civilization construction.
