| Since the independence of Kazakhstan,its language policy has undergone several major changes,from actively promoting "national language" to"bilingual policy"(Kazakh,Russian),and then to "trilingual policy"(Kazakh,Russian,English).Looking at the evolution of its language policy,it can be seen that Kazakhstan’s policy and discussion of its domestic language are always in a dynamic process,and the main focus of the current discussion on language policy in Kazakhstan is how to smoothly implement the Latinization reform of Kazakh language.This paper focuses on the language policy of Kazakhstan,summarize the historical evolution of the language policy and language planning of Kazakhstan on the basis of the text analysis,describe the status of the post-independence language policy and language planning of Kazakhstan,reveal its problems,and explore the influencing factors of the evolution of the language policy of Kazakhstan.This paper consists of six parts.The introduction mainly expounds the awareness of the problem and the significance of the selected topic in this paper,and summarizes the research status,theoretical framework and research methods.The first chapter mainly introduces the main contents of Kazakhstan’s language policy in different periods of the Soviet Union and the Imperial Russia.The second chapter analyses the policy of promoting Kazakh language in the early period of Kazakhstan’s independence.The third chapter describes the main reasons,plans and prospects for the proposed Latinization reform after Kazakhstan’s independence.The fourth chapter focuses on the status of the implementation of the Kazakh language policy,the current status of Kazakh and Russian languages in Kazakhstan,as well as its function and role.The fifth chapter describes the main factors influencing the evolution of language policy in Kazakhstan.Through the analysis of the Kazakh language policy,the reaction of the people to the language policy in the country,and the problems existing in the Kazakh language promotion and reform process,the following conclusion is:after the independence of Kazakhstan,the official efforts to improve the status of Kazakh language are consistent with the sentiment of the people on the "revival"of Kazakh language,but the social function of Kazakh language in real life does not fully meet the expectations of the government and the people,but it is clear that its original social status has been improved and further consolidated.At present,the Kazakh language and the Russian language are in a relatively balanced state of development in the social life of Kazakhstan,and play their respective functions and roles. |
