Value Integration And System Innovation

Practice is the first basic point of Marxist philosophy.Based on the research ideas of philosophy reflecting reality,theory combining practice and the author’s own subject background,this paper critically draws the achievements of modern western political philosophy such as Rawls and Habermas from the standpoint of historical materialism.Starting from the problems of value integration and system innovation,this paper makes a political philosophical analysis of the problem of Multi-Plans Unification in National land space planning system,in order to explore the value integration ideas and system innovation ways to solve the problem.In the first chapter,the author dissects the hidden value conflicts of Multi-Plans Unification from three levels of behavior,interest and value,and analyzes the causes of the conflicts.Firstly,the paper starts with the misconducts in the Multi-Plans,and analyzes the behavior conflicts among the Multi-Plans level by level,such as the jumbled content,the technical barriers,the procedural jurisprudence,and the block division.Secondly,according to the view that the actors are driven by interests,this paper analyzes the social and historical causes of the conflicts of interests,and strips out the interest mechanism of the central and local competition and departmental combat.Finally,according to the internal consistency of interests and values,this paper digs out the hidden multiple value conflicts,such as fairness and efficiency,purpose value and means value,individualism and holism,freedom and order.The second chapter analyzes and explains the value integration path of Multi-Plans Unification from the four dimensions of common,overlapping,difference and opposition.First,in the common dimension of value,according to the practicality of Marxist axiology and the consistency of subject and object,focusing on the common needs of multiple values for survival and development,the paper proposes to expand the common interests in a qualitative way,form a common value based on the common interests,and form a multi value community based on the cohesion of common values.Second,in the dimension of value overlap,this paper examines Rawls’s overlapping consensus,and puts forward four critiques:the presupposition of rational conditions is too strong,the link of tolerance to reach consensus is weak,the theory of completeness is weak similarity rather than specific and exact overlap,and the consensus of justice value is achieved but lack of value dimension.In the field of value integration,we can get the overlapping consensus from the cross interests in practice.Third,in the dimension of value difference,the paper studies Habermas’s inter subjectivity and communicative rationality,and concludes that multi value can reach consensus through the use of inter subjectivity and communicative rationality.Fourth,in the dimension of value opposition,this paper examines Habermas’ proceduralism and Rawls’ procedural justice,and proves that the opposition value does not have the ultimate objective evaluation standard,and that resorting to pure procedural justice will not produce a dilemma similar to the conflict between formal justice and substantive justice.It analyzes the non presupposition principle of reservation proceduralism,negotiation procedure and pure procedural justice of procedural justice On the basis of the form of order justice,Rawls’ pursuit of justice is separated,and procedural principle of non presupposition and negotiation procedure are injected.Finally,the consensus of the procedure agreed by the subject of conflict value and the solution of the procedure are discussed to mediate the conflict of valueThe third chapter discusses the system innovation path of Multi-Plans Unification from the three dimensions of political value,political system and political subject of political philosophy.Firstly,the paper investigates the formation,characteristics and mechanism of the system,proves the possibility of the influence of the system on the values.The paper dialectically explores and puts forward the system innovation ideas of the unity of rule of virtue and rule of law,the coordination of CO governance and autonomy,and the combination of incentive and constraint,and probes into the political philosophy ideas and system innovation mechanism of realizing the multiple provisions in one.
