Optimizing The Supply Path Of Public Cultural Services In Changchun City

As socialism with Chinese characteristicsthe enters a new era,people are increasingly desiring spiritual and cultural enjoyment,which makes it extremely necessary to develop public cultural services.The Government Report to 19 th CPC National Congress put forward "improving the public cultural service system,deeply implementing cultural projects to benefit the people and enriching the mass cultural activities".It not only reponds to people’s expectation to have a good life,but also is a necessity to realize Chinese dream.With the fact that Changchun is in a critical period of rapidly developing into a strong cultural city,it is of great theoretical value and practical significance to study the supply of public cultural services in Changchun City.Based on referring to a large number of domestic and foreign scholars’ researches on public cultural services,this article adopts traditional literature study method,practical investigation method and comparative analysis method.It begins with segmenting key concepts like public cultural services,and then bases its theoretical framework on new public service theory,public product theory and the theory of supply-side structural reform,thus making well preparation for later research of public cultural services supply.Meanwhile,this article provides a comprehensive understanding of the current status of public cultural service supply in Changchun,summarizes the main practices,achievements and existing problems,and deeply analyze the causes of problems.Finally,in combination with the actual situation of Changchun City,an attempt was made to optimize the public cultural service supply path of Changchun City.That is,to explore supply ideas by learning from domestic and foreign advanced experiences,to update the supply concept by solving the "three-pair relationship",to guarantee the supply by improving the corresponding supporting,and to enrich the supply mode by implementing the "four combinations".It is hoped that it can provide a strong spiritual power and cultural support for continuously enhancing the cultural happiness of Changchun citizens,better protecting the basic cultural rights and interests of the people,and promoting the construction of public cultural services in Changchun.
