In the Ming Dynasty, the system of " supervising the army" continued from previous dynasties was innovated and developed. The system of " ruling the army by civil servants" was finally formed due to the special political, economic, military and other circumstances of the Ming Dynasty on the basis of some factors inherited from the former generation of " supervising the army".In the Ming Dynasty," Wen Chen Tong Jun" began to be institutionalized in the Ming Yingzong period and gradually matured in the Ming Dynasty.Civil officials assumed the positions of governor, prefect, governor, scribe, and inspector in charge of military affairs as six ministers, assistant ministers, capital censors, deputy capital censors, etc.,and their standardization, institutionalization, power and other aspects surpassed those of the previous generation. In addition," Wen Chen Tong Jun" has played a positive role in politics, military affairs, ethnic relations and official culture, but it cannot be denied that " Wen Chen Tong Jun" is not conducive to the mutual cooperation between Wen Yu and Wu,and at the same time,it limits to a certain extent the exertion of the original functions of the military commanders and affects the effectiveness of military operations.
