Qin bamboo slips of Yuelu Academy announced a number of zulv(卒律)and zuling(卒令),providing new information for further understanding of the Qin law.This paper studies the content of the law on the basis of compiling the simplified texts and adjusting the series.The supplementary interpretation of the relevant laws and regulations is mainly to use other succinct and academic research,combined with their own knowledge,to supplement or modify the comments of the organizer,and to make the sentence reading,interpretation and compilation of some short sentences adjustment.The provisions of the zu(卒)related laws and regulations are aimed at national public officials.The wei(尉)of weizulv(《尉卒律》)refers to the county;the jun(郡)of the junzuling(《郡卒令》)refers to the county guard;the weijun(尉郡)of the weijunzuling(《尉郡卒令》)refers to the higher level of wei(尉);The ting(廷)of the tingzuling(《廷卒令》)refers to the judiciary.The zu(卒)in these names mean national public officials.The reason why the use of zu(卒)is not necessary for li(吏)is that the meaning of li(吏)in Qin bamboo slips is narrower,and there are many provisions in the law for groups other than li(吏).These laws are the rules that all officers should follow when dealing with their affairs.When Qin sums up the order,he classifies it into different orders according to the content of each order,and has its own title.The numbering method of the order has a certain format.Both the tingzuling(《廷卒令》)and the weijunzuling(《尉郡卒令》)have orders that do not conform to the order number of the pawn,and it is assumed that the two kinds of orders in the Qin bamboo slips of Yuelu Academy have not been revised.Studies on related laws and regulations have shown that the reaso ns for the fugitive problem in the weizulv(尉卒律)are related to th e duties of the xianwei(县尉).In the zuling(《卒令》),in order t o improve administrative efficiency,the main contents of the documen t should be summarized and have their own unique names,which cannotbe mixed.When playing the dui(对),it must be accompanied by a bu(簿)that records the date and place of the zhishu(制书)arrival an d the dui(对)status.Yuzouwenshu(狱奏文书)includes the following parts:a brief summary of the case,wen(问),jushen(鞫审),dang(当),the law of the trial basis,the location of the case and the case ha ndler.In addition,there are requirements for the form of the docume nt.In the weijunzuling(《尉郡卒令》),weijiejuezhe,dudechuzishu(为解爵者,独得除赀赎)is to deal with the situation of weilitajunzhe(为吏它郡者)and shubangyuneishitongxiangweichu(属邦与内史通相为除).In the military,laolun(劳论)is the basis for granting a title,which is equivalent to a title;Ci(赐)refers only to the reward of proper ty.Comparing the order of the person dealing with the anti-Qin and t he order of the congren(从人)in the tingzuling(《廷卒令》),combi ned with the records of Zhang Liang and Xiang Yu in shiji(《史记》),it can be known that congren(从人)is not the anti-Qin person.
