After the founding of the People's Republic of China,it faced the heavy responsibility of restoring the national economy and realizing industrialization. It urgently needed a group of talents for construction. However,at the beginning of the founding of the People's Republic, there were a shortage of talents,a small number and low quality. The international community also faced the hostility of a capitalist country headed by the United States..In response to these circumstances,China has begun to implement a policy of seeking foreign students to return to work.Shanghai is also following the pace of the central government and actively seeking international students to return to China. Before 1956,Shanghai mainly assisted the central government to assist the students who returned to China. After 1956,they gave full play to the local enthusiasm and widely used international students through"registration","symposium" and "writing".Family members participate in the fight for work. The fruitful measures enabled a group of returning students to settle in Shanghai. They were generally properly placed and heated up for the development of Shanghai, especially science and technology.Through reviewing and combing the work of returning to China for overseas students in Shanghai in the 1950s,this paper presents the policy of the state's struggle for overseas students in the new China period. From the international and domestic backgrounds,we will explain the reasons for the emergence and change of international students in the 1950s.In 1956,the time period was divided to highlight the changes in the focus of work. Before 1956,the focus was on international students. After 1956,the family members of foreign students were the focus. Finally,it analyzes the positive impact of this policy, and provides a reference for how contemporary society can do a good job in international students.
