At present,China's economic development has entered a new normal,and the new economic growth mode puts forward relatively higher requirements on the level of human capital.Compared with urban areas,the level of human capital in rural areas of China is obviously lower,so continuously improving the level of human capital in rural areas is an important part of the sustainable development of China's economy.Human capital can be raised through investments in the knowledge,skills,and physical health of workers.Among them,vision health is an important part of healthy human capital.In the world,poor eyesight in China is very common.The main cause of poor vision is refractive error.Therefore,in most cases,poor vision can be easily detected and corrected by timely configuration of a suitable pair of glasses.Although it is easy to find and solve,in rural areas of China,there are still very few students with glasses and glasses.There are many reasons for this phenomenon.First,poor families in rural areas do not have the financial ability to buy glasses for their children.Secondly,in rural areas,many people have misconceptions about wearing glasses.Finally,there is also a lack of high-quality visual protection services in rural areas.For these reasons,domestic and foreign scholars have proposed a number of intervention programs,such as providing free glasses and glasses coupons for myopia students,popularizing correct vision health information and establishing a high-quality vision protection service system for the optometry center.How its output(intervention effects and economic effects)has always been an issue that governments and health policy makers need to understand and pay attention to.Therefore,research on improving the input and output of students' poor eyesight projects is crucial.However,there is no precedent for economic evaluation in China to improve the program of students' poor eyesight intervention.There are few authoritative and mature economic evaluations for improving students' visual acuity intervention programs for use and reference in China.On this background,this paper combines three large-scale micro-survey data of random intervention experiments to improve the visual acuity of rural students in China.From the perspective of economics,the cost-effectiveness analysis method is used to improve the visual acuity intervention program for rural students.Investigate the data for economic evaluation,explore and analyze how to obtain greater benefits at a relatively small cost,and then achieve effective allocation of resources.First,statistically compare the effects of various intervention programs to improve the visual acuity of rural students to improve the wearer's wearing situation and the real cost of intervention implementation.Next,use the cost and effect data of the intervention program to calculate the cost effect value of each intervention program.By comparison,the most cost-effective interventions can be obtained,and the most promising and sustainable policy recommendations for improving the visual acuity intervention program for rural chinese students are proposed.The main conclusions of this study are as follows:(1)From the perspective of effect,it is found that information,free glasses and teacher supervision intervention have the best effect,followed by free glasses and information intervention;(2)From the perspective of economic cost effectiveness,found free glasses and information intervention has the most cost-effective effect;(3)The additional role of information intervention,coupon intervention and free glasses intervention after intervention with additional information relative to their intervention alone has a cost effect.Based on the above research conclusions,this paper proposes the following policy recommendations:(1)Government and health decision-making departments should pay attention to the problem of poor vision of rural students and strengthen the supervision and implementation of school vision protection;(2)The most cost-effective intervention program is free glasses and information intervention combined,the implementation of the program can achieve effective allocation of resources;(3)Rural students with poor visual acuity improvement model,with choice,information,free glasses and teacher supervision intervention,using a combination of multiple intervention models supplemented.
