The Government Promotes Research On The Problems And Countermeasures Of Graded Diagnosis And Treatment

China's self-government has a policy to promote the classification of treatment system,but did not form a complete policy system.Since the new medical reform,China's governments at all levels continue to explore the construction of hierarchical treatment system,the government to promote the classification of treatment and treatment system has become an important construction direction,the formation of a top-level design at the national level.The State Council issued a "on the promotion of hierarchical treatment system construction guidance" in 2015,the hierarchical treatment system to make more precise requirements.However,the government still has some problems in promoting the construction of the system of classification diagnosis and treatment,which hinders the advancement of the government and the development of the classification diagnosis and treatment system,so this paper studies the problems in the implementation of the system.This paper is divided into five parts.The first part is the related concepts and theoretical basis of the government to promote grading clinics,according to the classification of diagnosis and treatment related concepts,describes the first primary diagnosis,grading clinics,two-way referral,acute and chronic treatment of upper and lower linkage connotation;secondly from the perspective of government and medical perspective expounds the theoretical basis of government promoting grading treatment.The second part is the research and practice of the promotion of hierarchical diagnosis and treatment by the domestic government,expounds the current situation of the hierarchical diagnosis and treatment in China,the practice of the government to promote the hierarchicaldiagnosis and treatment,and the problems and causes in the process of promotion.The third part is the practice and Enlightenment of foreign governments to promote the hierarchical diagnosis and treatment,mainly expounds three foreign classification diagnosis and treatment mode: government led,public cooperation,market-oriented model.The fourth part of the problems of government grading treatment related countermeasures are put forward: one is the government should improve the relevant policy;two is the standard medical industry standards,three grassroots medical institutions construction;four is the government needs to strengthen the propaganda of grading treatment.The fifth part is the conclusion,that the government in the process of advancing the actual consideration of grading treatment related interests,strengthen the construction of grassroots medical and health institutions,and strengthen and improve the supervision of the relevant details of the efforts,and in order to more effectively promote the classification of diagnosis and treatment in advance,improve the overall health level in China to better meet the needs of the people.
