In 2003 China's Ministry of Science and Technology and the Ministry of Health jointly issued the " Ethical Guiding Principles for Human Embryonic Stem Cell Research"(hereinafter referred to as the "Principles")which played an important role in standardizing the stem cell research and promoting smooth development of cell research in China.With the further development of stem cell science and technology,it is found that there are deficiencies in the Principles,which urgently need to be revised,supplemented and updated.The rapid development of stem cell science and technology has brought us new challenges which we will discuss in this paper,for examplet he research and clinical application of adult stem cells,stem cells and their derivatives used as innovative therapy,as well as the development and possible application of induced pluripotent stem cells.After briefly introducing the development of stem cell science and technology and emerged ethical issues since 2003,this paper will first discuss the ethical principles used as a framework for solving these ethical problems,that is,ethical standards used to evaluate the right or wrong of our decision-making,then in connection with the experiences from the practices stem cell research and clinical application focus on ethical issues in stem cell research and clinical application relevant to the revision of the Principles,including the safety of stem cells,the moral status of human embryo,the conditions of clinical trials and clinical application,the use of stem cells and their derivatives as innovative therapy,equitable access to the application of stem cells and their derivatives as well as ethical issues in the regulation and oversight of stem cell research and its clinical application based on the discussion of ethical issues,and finally suggest some recommendations on revising the Principles.
