January 2016,"opinions of the State Council on the integration of urban and rural residents in the basic medical insurance system"(hereinafter referred to as the "opinions")issued the "opinions" pointed out that the integration of the basic medical insurance for urban residents(referred to as URBMI)and the new rural cooperative medical system(NCMS)two,the establishment of a unified urban and rural residents basic medical insurance(hereinafter referred to as the urban and rural areas residents’ health care system).After the integration of urban and rural residents medical insurance,insured residents will no longer be the identity of urban and rural restrictions,in accordance with the unified policy of insurance payment and enjoy the treatment of urban and rural residents can enjoy equitable access to basic health care rights,promote social fairness,and effectively improve the level of protection,to further reduce the medical burden of rural residents.However,the health of urban and rural residents there are still some problems in the implementation process,such as propaganda,reimbursement,so the understanding has important practical significance to implement the effect of Medicare and rural residents through field visits to rural survey.First,based on the analysis and sorting out the literature at home and abroad,the questionnaire was designed from the aspect of the implementation effect of the system.Taking Binzhou city of Shandong Province as a sample area,a sample stratified sampling method was used to extract the sample towns and carry out the questionnaire survey.193 valid questionnaires were collected,and the preliminary statistical analysis and treatment of the questionnaire data were made.Then,select a number of Influencing Farmers’ health insurance for urban and rural residents satisfaction factors as independent variables,such as personal insurance costs,reimbursement procedures,medical institutions,medical institutions charge service level status,selection of health insurance for urban and rural residents’ satisfaction as the dependent variable.The multiple logistic regression model is used to analyze the important factors that affect the satisfaction of rural residents to the medical insurance of urban and rural residents.Finally,according to the survey and empirical analysis,we summarize the problems existing in the medical insurance of the urban and rural residents after merging,and put forward specific suggestions for the problems.The empirical analysis results show that the four main factors that affect the satisfaction of farmers to urban and rural residents’ health insurance are: the service level of designated medical institutions,the status of designated medical institutions,the amount of government subsidies,and personal health.But the farmers for urban and rural residents health insurance awareness,personal insurance costs,illness is standard medical treatment,the insured and the changes of medical expenses reimbursement line set is reasonable and other factors has no significant influence.
