At this stage, the coverage of basic medical insurance in China has gradually expanded and the proportion of participation in insurance has increased year by year.As the coverage of medical insurance expands, the cost of the domestic health industry also increases. The popularity of medical insurance has reduced the service price in the medical process, and the demand has been reduced to a certain extent.Residents who cannot pay for medical expenses before can also get medical resources..The increase in the level of domestic guarantees and incomes has led some patients to overuse of medical resources, resulting in moral hazard problems that have led to unreasonable increases in medical expenses.Based on the study of the impact of medical insurance on medical costs as a whole,it is necessary to further study the impact of medical insurance on medical expenses under different income levels in order to provide reference for the design focus of the medical insurance mechanism in different income levels in China. It is difficult and unscientific to divide the income level artificially.Using non-linear estimation equations can improve the effect of fitting between variables. Therefore, this paper uses the panel threshold model to observe the impact of medical insurance on medical expenses for people of different income levels. What is the difference? This article first defines the concept of basic medical insurance and medical consumption, and then analyzes the former's influence mechanism on the latter to provide an analytical framework for studying the influence of the former on medical treatment choice and medical expenditure.Secondly, through the analysis of the status quo,in recent years, the coverage of basic medical insurance in China has risen sharply, the protection has been strengthened, and the number of medical visits to residents in China has increased, but consumer spending has also increased significantly. In the following empirical research, the panel threshold model of Hansen(1999)was used to determine the threshold according to the characteristics of the data and to study the impact of basic medical insurance on residents' medical expenditure. The empirical results show that low-income groups are not sensitive to the decline in medical service prices due to medical insurance because of limited payment capacity.High-income groups have full medical insurance benefits due to lack of payment capacity and the price of medical services has dropped, but due to medical treatment The design of the insurance fee control mechanism and the mechanism of action of medical insurance on low-income,middle-income,middle-high income and high-income groups are also different. Finally, based on the status quo and empirical analysis conclusions, corresponding policy recommendations are proposed.
